Over 6.6 Crore Electors in Bihar Submit Enumeration Forms

With just 11 days remaining for the conclusion of the State Intensive Revision (SIR) process in Bihar, the Election Commission of India (ECI) has announced that 6,60,67,208 electors—or 83.66% of the state’s total 7,89,69,844 electors—have submitted their Enumeration Forms (EFs). This includes submissions made during two rounds of door-to-door verification by Booth Level Officers (BLOs).

According to the ECI, another 1.59% of electors have been found deceased, 2.2% have permanently shifted, and 0.73% were found to be enrolled in more than one location. As a result, 88.18% of all electors have either submitted their EFs or their entries have been duly updated. The remaining 11.82% are yet to submit forms, though many have requested additional time and intend to submit soon with supporting documents.

Massive Field Effort Underway

The ECI is deploying nearly 1 lakh BLOs for a third round of door-to-door verification to ensure maximum inclusion. These efforts are being supported by 1.5 lakh Booth Level Agents (BLAs) from various political parties, each permitted to submit up to 50 EFs per day.

Special voter registration camps are also being organized across all 5,683 wards in 261 Urban Local Bodies (ULBs) of Bihar, aiming to ensure full urban voter inclusion in the Draft Electoral Roll to be published on August 1, 2025.

Special Focus on Migrant and Remote Electors

For voters temporarily outside Bihar, the ECI has launched a communication drive using newspaper ads and direct outreach. Migrant electors can submit their EFs through:

Family members, WhatsApp, or similar platforms

This ensures even remote or mobile electors remain included in the updated Electoral Roll.

ECINet: Driving Digital Transformation

The newly launched ECINet platform—integrating 40 former ECI applications—has been instrumental in the ongoing SIR process. Through ECINet:

Electors can fill and submit forms online

Search for their names in the 2003 Electoral Roll (ER)

Contact their BLOs and other election officials directly

Election functionaries can rapidly verify documents and update entries

So far, over 5.74 crore forms have been uploaded to ECINet, with the verification process greatly accelerated by its digital document review modules.
