The Telecom Regulatory Authority of India (TRAI) today issued the Manual for Rating of Properties for Digital Connectivity, establishing India’s first standardised framework to evaluate how effectively buildings are equipped for high-speed, reliable digital access. With more than 80% of mobile data consumed indoors and high-frequency 4G and 5G signals often weakened by building materials, robust in-building digital networks have become essential for daily activities across work, education, healthcare, and other services.
Developed under the Rating of Properties for Digital Connectivity Regulations, 2024, this manual offers a uniform assessment methodology for Digital Connectivity Rating Agencies (DCRAs) and serves as a reference for property managers and service providers to implement and maintain modern digital infrastructure.
It incorporates feedback from fourteen stakeholders on the draft manual released in May 2025—including service providers, infrastructure providers, consumer organisations, and DCRAs—resulting in refined definitions, clear assessment criteria, and strengthened guidelines to ensure fair and consistent ratings nationwide.
TRAI Chairman Anil Kumar Lahoti stated, “Digital connectivity is essential infrastructure, just like electricity or water. This framework is a decisive step towards making every building in India ready for the Digital India vision, enabling more citizens to participate fully in our connected economy and laying the foundation for inclusive national growth.”
The manual establishes transparent criteria for rating properties—including fibre readiness, in-building mobile coverage, Wi-Fi coverage, broadband speeds, and user experience—empowering buyers, tenants, and businesses to make informed decisions based on connectivity. Developers are incentivized to integrate robust digital infrastructure from the design stage onward.
