Union Home Minister Amit Shah introduced three significant bills in the Lok Sabha on August 19, 2025 — the 130th Constitution Amendment Bill, 2025, the Union Territory Governance (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025.
A proposal to send all three bills to a Joint Parliamentary Committee was accepted by the House. The committee will consist of 31 members, including 21 from the Lok Sabha and 10 from the Rajya Sabha.
The 130th Constitution Amendment Bill includes a key provision: any minister — including a Chief Minister or Union Minister — who is imprisoned or in custody for more than 30 days in a serious criminal case will be required to vacate their position. If they fail to resign, they will be automatically deemed removed after the 30-day period.
This amendment aims to ensure ethical governance and uphold the integrity of public office.
Opposition MPs strongly opposed the introduction of the bill, raising several objections. In response, Amit Shah stated that he had once resigned from office purely on moral grounds when false allegations were levelled against him. He added that he did not accept any constitutional position until he was cleared by the court.
All three bills are now under review by the Joint Parliamentary Committee for further deliberation.
