The Election Commission of India (ECI) has launched a comprehensive Special Intensive Revision (SIR) of electoral rolls in Bihar to verify the eligibility of all electors.
This initiative reinforces India's constitutional mandate of free and fair elections, in line with Article 326, which specifies that only Indian citizens aged 18 and above, ordinarily residing in the constituency, are eligible to vote.
Key Highlights of the Special Intensive Revision in Bihar:
Large-Scale Voter Verification
The revision is underway across all 243 Assembly Constituencies in Bihar with active participation from all political parties. The door-to-door verification aims to update and clean the voter rolls.
Deployment of BLOs and BLAs
77,895 Booth Level Officers (BLOs) are already on duty.
20,603 additional BLOs are being appointed for newly created polling stations.
1,54,977 Booth Level Agents (BLAs) have been appointed by recognised national and state political parties, with the provision to appoint more.
Enumeration Forms Distribution
New Enumeration Forms (EFs) are being printed and distributed across the state.
Online filling of EFs has started successfully.
Out of 7.89 crore electors, 4.96 crore (already listed as of the 2003 revision) need only verify and resubmit.
Special Support for Vulnerable Groups
More than 1 lakh volunteers will be assisting genuine voters, especially elderly, sick, Persons with Disabilities (PwD), poor and other vulnerable citizens during the revision.
Digital Communication and Monitoring
SMS alerts are being sent to over 5.74 crore registered mobile numbers.
Divisional Commissioners and District Magistrates are ensuring full-time engagement of BLOs throughout the SIR.
